EucA Secures Historic Recognition of Student Housing in European Parliament Housing Report

On 9 February in Strasbourg, the European Parliament’s Special Committee on the Housing Crisis (HOUS) adopted the report by Borja Giménez Larraz, marking a major milestone for the recognition of student housing at the European level.


Thanks to the advocacy work of EucA over the past year, student housing has been explicitly included in the European Parliament’s final report on the housing crisis. This represents a significant step forward in positioning student residences not only as accommodation, but as environments that foster well-being, mental health, and community.


All of this is thanks to Borja Giménez Larraz, rapporteur of the HOUS Committee, Members of the European Parliament, Irene Tinagli, Antonella Sberna, Maria Georgiana Teodorescu, and Marco Falcone, for their support and engagement throughout the process.


While student housing was only marginally addressed in the initial draft, sustained institutional dialogue and structured engagement with MEPs ensured its meaningful integration into the final text.

  • Student housing is an integral part of educational policies.

  • Accessible, sustainable, and high-quality solutions are essential.

  • Housing is linked to cross-cutting EU objectives such as skills development, civic participation, mental health, and student well-being.

  • A call for a European pilot project to develop integrated student housing models combining affordable accommodation with educational and community programmes.


This outcome reflects the collective effort of MEPs and EucA’s sustained advocacy, ensuring that students’ housing needs are placed at the heart of Europe’s response to the housing crisis.


The report also underlines the importance of integrated residential models and recognises the role of experienced housing operators, public–private partnerships, and long-term support for both infrastructure and services.
